Ascertainment of Quorum – A quorum was ascertained with 5 council members present.
Agenda approval
The Chairman asked for any changes or additions to the agenda. Motion made by Jarvis Bear to approve the agenda as presented. Lavern Jefferson seconded. Vote: 4 yes, 0 no. Motion carried.
Purpose
Hinegardner Property
The Hinegardner property is for sale and is asking $10 million from the Tribe to purchase. The property survey, appraisal and summary with an estimated property value of $1.6 million. Motion made by Jarvis Bear to table the Hinegardner property for further discussion. Tony Waseskuk seconded. Vote: 2 yes, 1 no, 1 abstained. Motion carried
MBCH Management Contract for Dirk Whitebreast & Jon Papakee
Motion made by Jarvis Bear to go into executive session. Lavern Jefferson seconded. Vote: 4 yes, 0 no. Motion carried at 5:41 pm.
Motion made by Jarvis Bear to come out of executive session. Lavern Jefferson seconded. Vote: 4 yes, 0 no. Motion carried at 5:59 pm.
Motion made by Jarvis Bear to move forward on the Meskwaki Bingo Casino Hotel Management contracts for Dirk Whitebreast, Non-Gaming General Manager and Jon Papakee, Gaming General Manager. Gerald Sanache seconded. Vote: 4 yes, 0 no. Motion carried.
Human Resources
Tribal Access Program Memorandum of Understanding Approval
Azadeh Tavakoli presented a Memorandum of Understanding with the FBI for the Tribal Access Program (TAP) for approval which allows Human Resources to process fingerprints in accordance with PL 101-630 through the TAP machine. The billing will be $10 per fingerprint vs. the Iowa DCI’s $35 with a turnaround time for results within 24-48 hours vs. 2-4 weeks. Motion made by Jarvis Bear to approve the Memorandum of Agreement with the Federal Bureau of Investigation for the Tribal Access Program. Lavern Jefferson seconded. Vote: 4 yes, 0 no. Motion carried.
Tribal Employee Christmas Bonus
Azadeh Tavakoli presented 2 options for the Employee Christmas bonus based on years of service with option 1 capped at 10 years and option 2 capped at 15 years. Motion made by Jarvis Bear to approve the Tribal Employee Christmas bonus option 2. Lavern Jefferson seconded. Vote: 4 yes, 0 no. Motion carried.
Tribal Member Christmas Bonus
Motion made by Lavern Jefferson to approve $5,000 for December Christmas Bonus for Tribal members, payable on December 1st. Gerald Sanache seconded. Vote: 2 yes, 1 no, 1 abstain. Motion carried.
