Ascertainment of Quorum – A quorum was ascertained with 6 council members present.
Agenda approval
The Chairman asked for any changes or additions to the agenda. Motion made by Delonda Pushetonequa to approve the agenda as presented. Jarvis Bear seconded. Vote: 5 yes, 0 no. Motion carried.
Minutes – October 5, 2017 & October 25, 2017
Motion made by Jarvis Bear to approve the minutes for October 5th and 25th, 2017. Seconded by Delonda Pushetonequa. Vote: 4 yes, 0 no, 1 abstain. Motion carried.

Enrollment Applications (8)
The Enrollment Committee held a meeting on November 14, 2017 and passed a motion recommending Tribal Council approval of 7 applications for membership into the Sac and Fox Tribe of the Mississippi in Iowa. Motion made by Jarvis Bear to approve the Enrollment Committee recommendation to enroll into membership Scarlett Arlana Bear, Kayson Thunder Davenport, Nashashuk Davenport, Azamya Ruth Jefferson, Karter Wade Johnson, Sharai Nicole Marie Walker and Emaela Hayes Ward. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried.
During the same meeting held on November 14, 2017, a motion was passed recommending the denial of one application for membership into the Sac & Fox tribe of the Mississippi in Iowa pursuant to Title 10. Enrollment Section 10-4107 (d) (1) (b). Motion made by Jarvis Bear to approve the Enrollment Committee recommendation to deny enrollment for Geddy Yellow Thunder. Seconded by Delonda Pushetonequa. Vote: 5yes, 0 no. Motion carried.
Health Resolutions
Great Plains Tribal Chairman’s Health Board
Motion made by Jarvis Bear to approve Tribal Resolution 24-2017 Authorizing Great Plains Tribal Chairman’s Health Board to Assume Epidemiology Programs Services and Funding from the I.H.S. Area Office. Harvey Davenport Jr. seconded. Vote: 5 yes, 0 no. Motion carried.
Legal Services Contract
Rudy Papakee presented a legal services contract for Sonosky, Chambers, Sachse, Enderson & Perry, LLP to advise and represent client on health care and self-determination matters regarding the I.H.S. Area Office and the ability to pull eligible shares for the Tribe. Motion made by Jarvis Bear to approve the Legal Services Contract with Sonosky, Chambers, Sachse, Enderson & Perry, LLP. Harvey Davenport Jr. seconded. Vote: 5 yes, 0 no. Motion carried.
Motion made by Delonda Pushetonequa to approve Tribal Resolution 25-2017 Authorizing the Great Plains Tribal Chairman’s Health Board to Assume Operation of and Funding for Programs, Services, Functions and Activities of the Indian Health Service. Adrian Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
Tribal Employee Retirement Plan Enrollment Changes
Bill Thurman reported the Benefits Committee met and discussed changing the waiting period for employees to begin investing in the Tribe’s retirement plan from 1 year to 90-days. This is in efforts to help recruit employees. Motion made by Jarvis Bear to change the Tribe’s retirement plan waiting period from 1 year to 90-days. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
