Tribal Council Meeting – March 11, 2020, 5:00 PM

  1. Meeting called to order at 5:13 p.m.
  2. Roll Call

Presiding Officer:  Judith Bender, Chairwoman

Tribal Council present:  Drayton Roberts, Vice-Chairman; Delonda Pushetonequa, Treasurer; Clinton Bear, Jarvis Bear; Zane Oldbear; Vern Jefferson,

Members:  Autumn Keahna, Nyla Lasley, Mary Youngbear, LeAnn Morgan, Ferol Ward, Bernadine Lasley, Arlan Whitebreast, Larry Blackcloud, Nicole Kapayou, Lana Roberts, Kimberly Ward, Adrian Pushetonequa, Nina Youngbear.

Staff present: JoAnn Youngbear, Interim Executive Director; Jay Finch, Attorney General; Lowella Balderas, Interim Tribal Secretary

  1. Ascertainment of Quorum – A quorum was ascertained with 7 council members present.
  2. Agenda approval-

The Chairman asked for any changes or additions to the agenda, Judith added item #8 Chair’s issues. Motion made by Delonda Pushetonequa to approve the agenda with addition.  Vern Jefferson seconded. Vote:  6 yes, 0  no. Motion carried.

  1. Minutes – February 26, 2020.

Motion made by Delonda Pushetonequa to approve the minutes from February 26, 2020. Jarvis Bear seconded. Vote: 6 yes, 0 no. Motion carried.

  1. Reports-Zane Oldbear, Youth Program is beginning Spring and summer sports. Vern Jefferson Housing, Lyman property has been accepted into Trust.
  2. New Business
    1. Housing Policies – approval for 30-day public comment.

Discussion on format for policies

Motion by Delonda Pushetonequa to approve 30-day public comment.  Vern Jefferson seconded.  Vote:6 yes, 0 no.  Motion carried. 

  1. Enrollment – Applicants

Lucie, Enrollment Coordinator, The Enrollment Committee held a meeting on February 28, 2020 and passed a motion to accept and recommend to the Tribal Council the approval of the following applicant for membership into the Sac and Fox Tribe of the Mississippi in Iowa.

Motion by Jarvis Bear to enroll Romero Dontez Roberts. Clinton Bear seconded. Vote: 6 yes, 0 no. Motion carried.

  1. Fiscal – Rec Center Contract Approval

Elizabeth Dolezal, Procurement, Meskwaki Recreation Center contract for construction management to be awarded to Miron Construction.

Motion by Jarvis Bear to approve the construction management contract to Miron Construction Company as presented.  Delonda Pushetonequa Seconded.  Vote: 6 yes, 0 no.  Motion carried.

  1. Chair’s Issues

Travel band for all employees including all entities of the tribe due to the continued virus outbreak in the US.

Motion by Jarvis Bear to ban all travel for all tribal entities until first meeting in May to re evaluate.  Clinton Bear seconded.  Vote:  6 yes, 0 no.  Motion carried

MBCH issues have been brought to hold a special meeting with General Managers to be held on March 17, 2020 @ 5 p.m.  General Managers will bring all directors to this meeting.  All employees will be invited.

Motion made by Delonda Pushetonequa to adjourn.  Drayton Roberts seconded. Vote: 6 yes, 0 no. Motion carried. Meeting adjourned at 6:05 p.m.
