Tribal Council Emergency Meeting – March 21, 2020, 2:00 PM

  1. Meeting called to order at 2:06 p.m.
  2. Roll Call

Presiding Officer:  Drayton Roberts, Vice Chair

Tribal Council present:  Delonda Pushetonequa, Treasurer; Jarvis Bear; Zane Oldbear; Vern Jefferson; Clinton Bear entered at 3:15 p.m.  Absent-Judith Bender.

Staff present: JoAnn Youngbear, Interim Executive Director; Lowella Balderas, Interim Tribal Secretary; Anneka Davenport, Human Resources; Rudy Papakee, Health Clinic; Dirk Whitebreast, MBCH.

  1. Ascertainment of Quorum – A quorum was ascertained with 6 council members present.

Rudy Papakee-Meskwaki Health Clinic

Announced that Tama County currently has 3 (three) positive cases of the coronavirus and all are natives.

The CDC advises washing hands, avoiding close contact with others, cleaning and disinfecting surfaces and social distancing.  If having symptoms, it is advised to self-quarantine for 14 days.  Positive Covid-19 will be looked into on a case by case basis by Meskwaki Health Clinic.  Discussions on recommendations to close Tribal Ops, cleaning buildings, & payroll.  Clinic will remain open.

Discussion on shelter in place, Senior food delivery, cleaning supplies, medical supplies, road closure to settlement, funding for tribe and casino through lobbyists and Meskwaki Bingo Casino Hotel.

Motion by Jarvis Bear to approve Resolution 11-2020 declaring an emergency declaration on the Meskwaki Settlement.  Delonda Pushetonequa Seconded.  Vote: 5 yes, 0 noMotion carried.

Motion by Jarvis Bear to close tribal ops until April 3, 2020.  Clinton Bear seconded.  Vote:  5 yes, 0 no.  Motion carried

Motion by Jarvis Bear to have Public Works put signs up at entrances to Meskwaki Settlement stating “Road closed to thru traffic.”  Clinton Bear Seconded.  Vote: 5 yes, 0 noMotion carried.

Motion made by Delonda Pushetonequa to adjourn.  Clinton Bear seconded. Vote: 5 yes, 0 no. Motion carried. Meeting adjourned at 4:30 p.m.
