- Agenda approval
The Chairman asked for any changes or additions to the agenda. Add item H Elections.
Motion made by Jarvis Bear to approve the agenda with the addition of Item H. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
- Minutes – August 28, 2019
Motion made by Jarvis Bear to approve the minutes for August 28, 2019. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
- Reports – Tony Waseskuk presented a report on the Self Governance Conference in Arizona and met with the Salt River Pima-Maricopa Indian Tribal Council.

Motion by Jarvis Bear to go into Executive Session. Dawson Davenport seconded. Vote: 5 yes, 0 no. Motion carried. Meeting went into executive session at 5:09pm.
- Raymond Slick-Closed Session
Motion by Delonda Pushetonequa to come out of Executive Session. Dawson Davenport seconded. Vote: 5 yes, 0 no. Motion carried. Out of Executive session at 6:42 pm.
- Housing Committee-Recommendations
Jon Keen, Realty, presented home sites to individuals:
2997 F Avenue be assigned to Clayton Waseskuk.
Motion by Jarvis Bear to approve Clayton Waseskuk home site at 2997 F Avenue. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
Home site at 1309 Meskwaki Road be assigned to Garrett Bear.
Motion by Apollo Davenport to approve Garrett Bear home site at 1309 Meskwaki Road. Delonda Pushetonequa seconded. Vote: 4 yes, 0 no, 1 abstain. Motion carried.
Home site at 121 East Village Road be assigned to Luciana Roberts.

Jon Keen, Realty, presented approval of housing applications for Tamela Davenport, Anneka Davenport, Danya Keahna, Melanie Wabaunasee and Drayton Roberts.

- Enrollment- Recommendations
Lucy Roberts, Enrollment, presented a motion recommending Tribal Council approval of the following applicant for membership in the Sac and Fox Tribe of the Mississippi in Iowa, Canyon Oaklyn Davenport.
Motion by Jarvis Bear to approve the enrollment of Canyon Oaklyn Davenport. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried.
- Hemp Operations Department
- Purchase Grain Drill Planter-Joseph VanGorp presented a Grain Drill John Deere 1590 for purchase of $45,000.
Motion by Apollo Davenport to approve the purchase of the grain drill planter. Dawson Davenport seconded. Vote: 5 yes, 0 no. Motion carried.
- Meskwaki Youth Department-Halloween Trick or Treat date is set for October 30, 2019 from 5 pm-8 pm.
- Fiscal-Budget Approval FY2020
Bill Thurman present revenue and expenditure budget FY2020. Expenditures of $78,131,881 and off set projected Revenue of $69,973,767. The in-balance in the budget due to housing and starting of the Hemp operations are contributing
Motion by Delonda Pushetonequa to approve FY2020 budget with Revenue of $69,973,767 and Expenditures of $78,131,881. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried.
Discussion on early bonus date to be Tuesday, November 26, 2019, in the amount of $5,000 per member.
Motion by Apollo Davenport to approve the disbursement budgeted bonus per capita payment on November 26, 2019, in the amount of $5,000 per member. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried.
- Elections-
Discussion on the Election Committee to begin the process for nominations.
Motion by Delonda Pushetonequa to appoint Christina Blackcloud to the Election Committee. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried.
Motion by Delonda Pushetonequa to direct the Election Committee to begin the General Election process and to notify media. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried.
Motion by Delonda Pushetonequa to direct the Election Committee to set up an election for the school board. Dawson Davenport seconded. Vote: 5 yes, 0 no. Motion carried.
Delonda Pushetonequa presents travel requests to NAFOA Conference held on October 6-8, 2019, in Minneapolis, MN.
Motion by Apollo Davenport to approve Tribal Council Delegate to attend the NAFOA Conference in Minneapolis on October 6-8, 2019. Jarvis Bear Seconded. Vote: 5 yes, 0 no. Motion Carried
Jarvis Bear presents travel request to Global Gaming Expo (G2E) held October 14-17, 2019 along with the US Hemp Growers Expo in Las Vegas, NV.
Motion by Apollo Davenport to approve the Travel for Tribal Council Delegate to attend the G2E and US Hemp Growers Expo in Las Vegas, Nevada, on October 13-18, 2019. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
Jacob Molitor presented new hires for MNPD.
Discussion came up on Election Committee Chair Person.
Motion by Delonda Pushetonequa to appoint Christina Blackcloud as Chairperson for the Election Committee. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried.
