Tribal Council Meeting – November 13, 2019, 5:00 PM

  1. Meeting called to order at 5:09 pm.

  1. Ascertainment of Quorum – A quorum was ascertained with 7 council members present.

Motion made by Delonda Pushetonequa to approve the agenda. Jarvis Bear seconded. Vote: 6 yes, 0 no. Motion carried.

Assign Officers:

Clinton Bear nominated Dawson Davenport for Chairman, Zane Old Bear seconded.  Vote: 6 yes, 0 no. Motion Carried.

Eric Kapayou nominated Drayton Roberts for Vice-Chairman, Zane Old Bear seconded.  Vote: 6 yes, 0 no. Motion Carried.

Delonda Pushetonequa nominated Tamara Mauskemo for Non-Voting Secretary 2 yes. No second. Motion died.

Drayton Roberts nominated Eric Kapayou for Tribal Secretary. Zane Old Bear seconded. Vote: 3 yes, 2 no. Motion Carried.

Jarvis Bear nominate Delonda Pushetonequa for Treasurer 1 yes, no second. Motion died.

Eric Kapayou nominated Clinton Bear for Treasurer, Drayton Roberts seconded.  Vote: 3 yes, 1 abstention. Motion carried.

Motion made by Drayton Roberts to approve the minutes for October 2, 2019. Clinton seconded. Vote: 6 yes, 0 no.

Motion carried.

Special Meeting Minutes

Motion by Delonda Pushetonequa to approve Special Meeting Minutes for November 5, 2019, seconded Clinton Bear seconded. Vote: 6 yes, 0 no. Motion carried.

  1. Reports – Dawson attended gaming and GT conference, also attended NCAI.
  2. Old Business-Douglas Cadotte

Motion by Drayton Roberts to permanently exclude for Douglas Cadotte from the Meskwaki Settlement.  Seconded by Clinton Bear.  Vote: 6 yes, 0 no.  Motion Carried.

Motion by Jarvis Bear to go into executive session, Clinton Bear seconded.  Vote: 6 yes, 0 no. Entered executive session at 5:38 p.m.

Motion by Drayton Roberts to approve payout of 216 hours to Chief of Police Jacob Molitor. Jarvis Bear seconded.  Vote: 6 yes, 0 no. Motion carried

Motion by Jarvis Bear to approve employee Christmas Bonus Option 1.  Drayton Roberts seconded. Vote: 6 yes, 0 no. Motion carried.

  1. Seniors-Survey of Seniors for Title VI DHHS funding

Motion by Jarvis Bear to approve Resolution 23-2019 Iowa Tribal Participation in the Nationwide Elder Needs of Assessment.  Drayton Roberts Seconded.  Vote: 6 yes, 0 no.  Motion Carried

  1. Enrollment-Approval of new enrollment applicants

Motion by Jarvis Bear to approve Leo Emery Davenport for enrollment.  Delonda Pushetonequa seconded.  Vote:  6 yes, 0 no.  Motion carried.

Motion by Jarvis Bear to approve Michael Enrique Youngbear for enrollment.  Delonda Pushetonequa seconded.  Vote:  6 yes, 0 no. Motion Carried

Motion by Jarvis Bear to approve the bid for Axiom Construction $49,750.00 bid.  Delonda Pushetonequa seconded. Vote 3 yes, 3 no (Eric Kapayou, Clinton Bear, Zane Old Bear) Chairman voted yes. Motion carried.

Motion by Jarvis Bear to approve Chairman to sign Intergovernmental Agreements.  Eric Kapayou seconded.  Vote: 6 yes, 0 no.  Motion Carried.

Motion by Jarvis Bear to approve state of Iowa agreement.  Delonda Pushetonequa Seconded.  Vote: 6 yes, 0 no. Motion Carried.

  1. Fiscal-Budget Approval for MBCH

Motion by Jarvis Bear to approve Capital and Operational budget for Meskwaki Bingo Casino Hotel.  Delonda Pushetonequa seconded.  Vote 5 yes, 1 no (Eric Kapayou). Motion Carried.

  1.     Travel for Council

Motion by Jarvis Bear to send council delegation to SAMI in Dallas, TX.  Delonda Pushetonequa seconded.  Vote: 5 yes, 1 no (Eric Kapayou).  Motion carried.
