Tribal Council Meeting – May 29, 2019, 5:00 PM

Sac and Fox Tribal Chambers

  1. Meeting called to order at 5:09 m.
  2. Roll Call

Presiding Officer:  Anthony Waseskuk, Chairman

Tribal Council present:  Adrian Pushetonequa, Vice-Chairman; Delonda Pushetonequa, Treasurer; Troy Wanatee, Jarvis Bear;

Absent:  Apollo Davenport

Staff present:  Bessie Scott, Executive Director; Jay Finch, Attorney General; Bill Thurman, Comptroller; Yolanda Pushetonequa, Tribal Council Secretary

Visitors present: David Wanatee, Eunice Davenport, Shelley Buffalo, Dolan Davenport, Steadman Brown

  1. Ascertainment of Quorum – A quorum was ascertained with 5 council members present.
  2. Agenda approval

The Chairman asked for any changes or additions to the agenda. Motion made by Delonda Pushetonequa to approve the agenda as presented. Jarvis seconded. Vote: 4 yes, 0 no. Motion carried.

  1. Minutes –

Motion made by Delonda Pushetonequa to approve the minutes for May 15, 2019 with two minor changes. Troy Wanatee seconded. Vote: 3 yes, 0 no, 1 abstained. Motion carried.

  1. Reports –
    1. Anthony Waseskuk stated that he attended the Iowa Commission on Native American Affairs Meeting last week, as he is on the commission. He stated Meskwaki Nation hosted it this month so the location was the Chambers. Veteran’s Affairs were an important topic that came up.
    2. Adrian Pushetonequa stated that the Enrollment Committee didn’t get to attend their training because that training was cancelled due to a low attendance.
  2. New Business
    1. Community Requests – Dolan Davenport – Housing Flood Emergency

Dolan Davenport states he has a problem with flooding in the home. From the time they moved in, it has flooded and backed up repeatedly in the basement. This house is on septic, but the other homes in the area are not. He stated he did not want to complain for a long time due to being grateful for the house. Currently there is a smell also. He feels at this time it’s an emergency. Housing has informed him that they’re waiting for service master. Work on the house also tracked the smell throughout the home. Chairman advises that we can get an assessment from Kent and see what he would suggest then go from there.

  1. Community Requests – Eunice Davenport Executive Session

Motion by Delonda Pushetonequa to enter Executive Session at 5:23 p.m. Seconded by Adrian Pushetonequa. Vote: 4 yes, 0 no.  Motion carried.

Motion by Delonda Pushetonequa to exit Executive Session at 5:47 p.m. Adrian Pushetonequa seconded. Vote: 4 yes, 0 no.  Motion carried.

Motion by Jarvis Bear to approve a $1,200 donation to the parent of Angelina Dye and $1,200 to parent of Kiance Keahna Roberts to attend the US Tumbling Association’s National Gymnastics Championships in Charleston, WV. Delonda Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

  1. Community Requests Shelly Buffalo – Ag Land Request

Shelly Buffalo presents a request to use the property formerly known as the Shadden parcel, on H Avenue, for the purpose of keeping her horses and raising cattle. She emphasized the importance of healthy foods and the care of cattle she’d like to carry out. Shelly will return with more details and a business plan.

  1. Committees – Meskwaki Annual Powwow Association – Krystle Tyon as Chair

David Wanatee presents a request to get tribal council’s support of appointing Krystle Tyon as the Chair of Meskwaki Annual Powwow Association.

Motion by Delonda Pushetonequa to appoint Krystle Tyon as the Meskwaki Annual Powwow Association Chair. Jarvis Bear seconded. Vote: 4 yes, 0 no. Motion carried.

David will set up a work session to meet with Public Works and Council once the flood waters recede in about two or three weeks.

  1. Committees – Election Committee – Assign a Staff Liaison

The election committee has requested the assignment of a staff Liaison per the Tribal Committee policies. Tribal Council urges the Election Committee to elect a Secretary within their committee and gives verbal approval for current Executive Assistant to continue providing assistance as needed, as she has been doing through this current elections process.

  1. Departments – Human Resources – Chief of Police Candidates Selection

Motion by Delonda Pushetonequa to enter Executive Session at 6:42 p.m. Jarvis Bear seconded. Vote: 4 yes, 0 no. Motion carried.

Motion by Delonda Pushetonequa to exit Executive Session at 7:20 p.m. Adrian Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

Motion by Delonda Pushetonequa to enter Executive Session at 7:23 p.m. Seconded by Adrian Pushetonequa at 7:23 p.m. Vote: 4 yes, 0 no. Motion carried.

Motion by Delonda Pushetonequa to exit Executive Session at 7:28 p.m. Adrian Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

Motion by Delonda Pushetonequa to appoint Jacob Molitor as Chief of Police. Adrian Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

  1. Enterprises
    1. MBCH – Bookmaking proposal

Dirk Whitebreast presents the Sportsbook Installation Cost Summary. Since the law has opened up sports betting as of this past year, the Casino has developed the proposal to move away from Keno/Racebook toward Sportsbook. The Casino currently uses the Nimble SAN and is requesting the capital expenditure for integrating Sportsbook into the Casino, using Nimble. They prefer Nimble over the second option of HPMSA SAN.

Motion by Jarvis Bear to approve the capital expenditure of Nimble SAN (Option 1) in the amount of $276,893.71. Delonda Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

  1. Memorandum of Understanding Regarding Tribal Construction Manager – Meskwaki Bingo Casino Hotel/ Gaming Commission

Motion by Delonda Pushetonequa to approve the Memorandum of Understanding: Construction Management at MBCH. Jarvis Bear seconded. Vote: 4 yes, 0 no. Motion carried.

  1. Travel – NIGC Training – July 23-25

Chairman suggests contacting the other tribes to set up a Meskwaki hosted local workshop. Yolanda will contact the area tribes and Mr. Burdock.

  1. Executive Assistant
    1. Set Date of Next Tribal Council Meeting

The next Council meeting will be on June 19, 2019.

  1. Work Session Scheduling

Work sessions will be held on Tuesdays and Thursdays 10:00 – 2:00/3:00 for the time being due to daytime availability of the Council.

  • Secretary Alternate

An alternate secretary will be trained as a backup due to current secretary’s vacation and training days planned in July.
