Tribal Council Meeting – May 15, 2019, 5:00 PM

  1. Meeting called to order at 5:00 p.m.

Tribal Council present:  Adrian Pushetonequa, Vice-Chairman; Delonda Pushetonequa, Treasurer; Troy Wanatee, Apollo Davenport

  1. Ascertainment of Quorum – A quorum was ascertained with 5 council members present.
  2. Agenda approval

The Chairman asked for any changes or additions to the agenda. Motion made by Delonda Pushetonequa to approve the agenda. Adrian Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

  1. Minutes – April 15, 2019 and April 30, 2019

Motion made by Apollo Davenport to approve the minutes for April 15, 2019 and April 30, 2019. Delonda Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

  1. Reports – Adrian Pushetonequa reports that he attended the Enrollment Committee meeting.
  2. New Business
    1. MNPD Recognition at Community Event in Gym

This was moved to May 29, 2019.

 

  1. Garrett Bear – Donation Request N.A.B.I. Basketball Tournament

Garrett Bear and Anneka Davenport present requests for donations to the youth boys and girls basketball teams who will attend the Native American Basketball Invitational this year in Maricopa, Arizona on June 23-29. Garrett would like to request $5,149.27 for the boys team to go to House rental $1,432.71, Vehicle rental $1311.01, Fuel $200, Food $500, and Entry Fees $825. This has been the toughest year to raise money due to the Europe trip requiring so many fundraisers, and each year the team also does fundraise for the other games they attend. In addition to this trip the boys also travel to Oklahoma and Kansas, and these trips and fully self funded. They save the request for this one each year as to only ask one time. Other parents do attend and they’re self funded. Anneka is requesting the amount of $4,268.72

 

  1. Election Committee – Designate Election Committee Chairperson

 

Motion by Apollo Davenport to approve a $4,300 tribal contribution to the high school girls basketball team and $5,200 to the high school boys basketball team to attend the NABI Educational Youth Summit & Basketball Invitational. Troy Wanatee seconded. Vote: 4 yes, 0 no. Motion carried.

 

Motion by Delonda Pushetonequa to appoint Bryant Bear as Chairperson of the Election Committee. Seconded by Apollo Davenport. Vote: 4 yes, 0 no. Motion carried.

 

  1. Enrollment Committee
    1. Recommendation for Enrollment

Lucie Roberts, Enrollment Officer, presents a memo from the Enrollment Committee who voted to recommend the enrollment of Sydney Nicole Slick.

Motion by Delonda Pushetonequa to approve the enrollment of Sidney Nicole Slick. Apollo Davenport seconded. Vote: 4 yes, 0 no. Motion carried.

  1. Approval for Conference Attendance

Lucie Roberts, Enrollment Officer, states that a previous request for travel to a conference in April was approved by the Tribal Council, but the committee found a training that would be more beneficial. The committee didn’t attend the April conference because they would prefer to attend the other one. They both were scheduled to take place in Las Vegas.

Motion by Apollo Davenport to approve amended travel for the Enrollment Committee to the May 29-31 training on amending enrollment policies. Delonda Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

  1. Historic Preservation – Approval of Grant Proposal

Mary Youngbear, Historical Preservation Curator, requests approval for submission of a grant application. She has submitted a proposal for two-day workshop for traditional Meskwaki carving and weaving. The topic was discussed with Council prior to today.

Motion by Apollo Davenport to approve the submission of a grant application to the Iowa Natural Heritage Foundation. Delonda Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

 

  1. Senior Services – Approval of Senior Trip

Nicole Kapayou, Senior Services Director, requests the formal approval for the Senior trip to the Grand Canyon, Las Vegas, and the Hoover Damn on September 6-16, 2019. The trip was already approved in a work session, but a motion is needed to begin the booking process. $40,460 is the total, but the approved yearly budget allowed for $50,000. The Seniors have voted.

Motion by Adrian Pushetonequa to approve the September 2019 Senior Trip. Delonda Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

 

Motion by Delonda Pushetonequa to enter Executive Session at 6:00pm. Seconded by Troy Wanatee. Vote: 4 yes, 0 no. Motion carried.

  1. Meskwaki Settlement School
    1. Approval of Superintendent Salary

Dr. Willie Barney, MSS Superintendent, presents a request for salary increase. The Superintendent salary is reviewed by Council.

Motion by Apollo Davenport to approve the amendment of the employment agreement between the school and Dr. Willie Barney. Troy Wanatee seconded. Vote: 4 yes, 0 no. Motion carried.

  1. FY2020 Contract Pay Approval

Dr. Willie Barney, MSS Superintendent, presents the request to approve the contract budgets with a 3% salary increase.

Motion by Delonda Pushetonequa to approve contract budgets with a 3% salary increase for the 2019-2020 school year. Troy Wanatee seconded. Vote: 4 yes, 0 no. Motion carried.

  • School Calendar Approval

Dr. Willie Barney, MSS Superintendent, presents the proposed school calendar for the 2019-2020 School Year.

Motion by Apollo Davenport to approve the 2019-2020 MSS school calendar. Delonda Pushetonequa seconded. Vote: 4 yes, 0 no. Motion carried.

  1. Set Date for next Tribal Council Meeting

The next Tribal Council meeting will be on May 29, 2019.

 

  1. Attorney General Matters

Motion by Delonda Pushetonequa to enter Executive Session at 7:24 p.m. Seconded by

Apollo Davenport. Vote: 4 yes, 0 no. Motion carried.

 

Motion by Delonda Pushetonequa to exit Executive Session at 7:50 p.m.  Seconded by Adrian Pushetonequa. Vote: 4 yes, 0 no. Motion carried.

 

Motion by Troy Wanatee to enter into written employment contracts with current and future MNPD officers, to include a one-time retaining bonus for current officers in the amount of $500 at the time of signing, $1,000 in three months, and $1,500 in six months. Apollo Davenport seconded. Vote: 4 yes, 0 no. Motion carried.

Mike Smith of Cornerstone Government Affairs in DC is asking for some Tribal Council to come to Washington, D.C. June 3-5, 2019 to assist with legislator talks in-person. Delonda Pushetonequa, Anthony Waseskuk, and Adrian Pushetonequa will go.

Motion by Apollo Davenport to approve access for the Sac and Fox Tribe Construction Manager to all areas of construction at MBCH and the FTP site. Seconded by Troy Wanatee. Vote: 4 yes, 0 no. Motion carried.
