- Ascertainment of Quorum – A quorum was ascertained with 6 council members present.
- Agenda approval
The Chairman asked for any changes or additions to the agenda. Motion made by Delonda Pushetonequa to approve the agenda with two additions. Adrian Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
- Reports – Anthony Waseskuk reports that three council went to Washington, D.C. this week to meet with Senators from Iowa as well as a Senate Committee. The purpose was to keep the tribe’s interests mind at a number of levels including with multiple representatives and senators they met with.
- New Business
- MSS Board Policies
At a work session last week Tribal Council discussed the idea of implementing a Meskwaki Settlement School Board. The policies regarding the board itself will be established and adopted first. After a board is elected, the board will work with Tribal Council to develop, update, and adopt School Board policies.
Motion by Apollo Davenport to establish the Meskwaki Settlement School Board consisting of 6 members with staggered terms; 3 members serving a 2-year term and 3 members serving a 4-year term; and to accept letters of interest in lieu of nominations, in order to prepare for election, and to hold an election after letters of interest are received. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
Motion by Delonda Pushetonequa to direct the Election Committee to conduct a School Board Election, and to post notice requesting letters of interest from individuals interested in serving on the school board, with letters of interest being due by July 5.
Delonda Pushetonequa rescinds her motion.
Motion by Apollo Davenport to limit school board member eligibility to enrolled tribal members and non-enrolled Meskwaki descendants, either of whom are at least 21 years of age and have an immediate family member who is a current student at Meskwaki Settlement School; with immediate family referring specifically to parents, grandparents, siblings, uncles, and aunts. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
Motion by Delonda Pushetonequa to direct the Election Committee to post notice of and conduct a School Board Election on July 16, 2019 and to post notice requesting letters of interest for the school board, with letters of interest being due by July 5, 2019. Seconded by Apollo Davenport. Vote: 5 yes, 0 no. Motion carried.
- Housing Policies and Procedures
Motion by Delonda Pushetonequa to approve Resolution 14-2019 to Authorize and Approve a Revision to the Meskwaki Housing Program Policies and Procedure Manual. Adrian Pushetonequa seconded. Vote: 4 yes, 1 no. Motion carried.
- MNPD
Jacob Molitor, Chief of Police, presents an update on the BIA assistance thus far. One office works day shift and one works night shift. They have just been temporary. Dustin Blackburn was hired yesterday as Assistant Chief, and a second officer, Levio Simcox, was also hired today. At this time Chief Molitor requests support in sending a request to BIA to send two additional officers, and the hope is to secure at least one. Currently all officers are still on duty as much as possible. We have five officers, plus the two hired this week, plus the current BIA officers. Without the mutual aid agreements, the BIA officers do not go on calls alone, but it has added an additional protection. The current BIA officers are done on June 23.
Motion by Delonda Pushetonequa to approve the Chairman signing a letter addressed to BIA Special Agent Mario Red Legs to request assistance of 2 BIA officers for a two-week period. Apollo Davenport seconded. Vote: 5 yes, 0 no. Motion carried.

Motion by Delonda Pushetonequa exit Executive Session at 6:37 p.m. Adrian Pushetonequa seconded. Vote: 5 yes, 0 no. Motion passed.
Motion by Delonda Pushetonequa to clear Shawncy Day and Kole Northland of any wrongdoing based on findings of an investigation conducted by a third party independent agency; and to reinstate Kole Northland; and to approve back pay for Kole Northland dating March 20, 2019 through today; and to approve back pay for Shawncy Day dating March 20, 2019 through April 16, 2019. Adrian Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
