Tribal Council Meeting-July 17, 2019, 5:00 PM

  1. Meeting called to order at 5:03 m.
  2. Roll Call

Presiding Officer: Anthony Waseskuk, Chairman

Tribal Council present: Adrian Pushetonequa, Vice-Chairman; Delonda Pushetonequa, Treasurer; Troy Wanatee; Jarvis Bear; Dawson Davenport.

Absent: Apollo Davenport

  1. Ascertainment of Quorum – A quorum was ascertained with 6 council members
  2. Agenda approval-The Chairman asked for any changes or additions to the Delonda Pushetonequa requests to add the topic of MSS Board Elections.
Motion made by Delonda Pushetonequa to approve the agenda with the addition. Dawson Davenport seconded. Vote: 5 yes, 0 no. Motion carried.
  1. Reports – Anthony Waseskuk reported a few of the council members attended the Iowa Police Academy to take a class on the ILEA Use of Force Training in Camp Dodge Des Moines. Dawson Davenport attended Environmental Textile Workshop, a 2-day event on hemp &

    1. Funding-Donation Request (R.I.S.E)

Dara Jefferson presented a request for $1,500 donation for Warrior Athletic Camp that will be held July 29, 2019 thru August 2, 2019.

Motion by Jarvis Bear to approve donation request for $1,500 for the Warrior Athletic Camp. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.

    1. Housing assignments – 137 East Village Road

Jon Keen, Realty Officer, and Vestana Lasley, Housing Committee member, present the Housing Committee’s recommendation for the approval of the homesite assignment of 137 East Village Road to Stacy Youngbear.

Motion by Delonda Pushetonequa to approve the homesite assignment of 137 East Village Road to Stacy Youngbear. Dawson Davenport seconded. Vote: 5 yes, 0 no. Motion carried.
  1. Homesite Assignment-209 West Village Road

Jon Keen, Realty Officer, and Vestana Lasley, Housing Committee member, present the Housing Committee’s recommendation for the approval of the homesite assignment of 209 West Village Road to Kerwin Davenport.

Motion by Delonda Pushetonequa to approve the homesite assignment of209 West Village Road to Kerwin Davenport.

Councilman Bear had questions on the current homesite of Mr. Davenport. Jon Keen will look into this further.

Delonda Pushetonequa rescinds her motion.

Motion by Jarvis Bear to table Kerwin Davenport’s assignment. Seconded by Adrian Pushetonequa. Vote: 5 yes, 0 no. Motion carried.

  1. Homesite Assignment – 140 Edgewood Drive

Jon Keen, Realty Officer, and Vestana Lasley, Housing Committee member, present the Housing Committee’s recommendation for the approval of the homesite assignment of 140 Edgewood Drive to Leigh Lasley.

Motion by Delonda Pushetonequa to approve the homesite assignment of 140 Edgewood Drive to Leigh Lasley. Seconded by Jarvis Bear. Vote: 5 yes, 0 no. Motion carried.

1. Homesite Assignment – 201 Northwood Drive

Jon Keen, Realty Officer, and Vestana Lasley, Housing Committee member, present the Housing Committee’s recommendation for the approval of the homesite assignment of 201 Northwood Drive to Delonda Pushetonequa.

Motion by Troy Wanatee to approve the homesite assignment of 201 Northwood Drive to Delonda Pushetonequa. Seconded by Jarvis Bear. Vote: 3 yes, 0 no, 2 abstained (Delonda Pushetonegua, Adrian Pushetonegua). Motion carried.

Jon Keen, Realty Officer, states that the Housing Committee voted on a motion to recommend Rudy Papakee be appointed to the Housing Committee. Jon met with legal on whether Rudy Papakee could serve on the Committee since he is on the Meskwaki, Inc. Board.

Motion by Jarvis Bear to appoint Rudy Papakee to the Housing Committee. Troy Wanatee seconded. Vote: 4 yes, 0 no, 1 abstained (Adrian Pushetonegua). Motion carried.

Enrollment Applicants (2)

Motion by Adrian Pushetonequa to approve the enrollments of Raiden Beck Bear and Waaseyaa Olivina Whitebreast. Dawson Davenport seconded. Vote: 5 yes, 0 no. Motion carried.
  1. Human Resources (Closed Session)
Motion by Jarvis Bear to go into Executive Session. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried.

Meeting went into executive session at 5:30 pm. Motion by Delonda Pushetonequa to come out of Executive Session. Jarvis Bear seconded. Vote: 5 yes, 0 no. Motion carried. Out of Executive session at 6:30 pm.

  1. Executive-Descendant Census

Bessie Scott presented a resolution to conduct a census for the number of descendants of the tribe.

Motion by Delonda Pushetonequa Resolution 16-2019 Census Descendants. Troy seconded. Vote: 5 yes, 0 no. Motion carried.
  1. Attorney General Matters-
    1. Propose to amend section 13-5909 Trespass after exclusion and banishment/harboring and post for public comment for 30
Motion by Jarvis Bear to publish for 30 day comment to Amend Section 13-5909 Trespass after Exclusion or Banishment/Harboring. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.
  1. Request from Casino to purchase equipment from Best Buy. Discussion with no objections.
  2. Schedule Next Tribal Council Meeting
  3. School Board Election

Jay Finch presented to add new Sec. 8-2105. School Board Elections.

Motion by Delonda Pushetonequa to post Sec. 8-2105 School Board Elections for 30 day comment. Jarvis Bear seconded. Vote: 5 yes, 0 no. Motion carried.

Motion by Jarvis Bear to nullify the school board elections held on July 16, 2019. Seconded Delonda Pushetonequa. Vote: 5 yes O no. Motion carried.

Adolph Bear request to go into executive session with Tribal Council.

Motion by Jarvis Bear to go into Executive Session. Adrian Pushetonequa seconded. Vote: 5 yes, 0 no.  Motion carried.  Meeting went  into executive  session at 6:53 pm.  Motion by Delonda Pushetonequa to come out of Executive Session. Jarvis Bear seconded. Vote: 5 yes, 0 no. Motion carried. Out of Executive session at 7:55 pm.
