Tribal Council Meeting – January 27, 2020, 4:00 PM

  1. Meeting called to order at 4:18 p.m.
  2. Roll Call

Presiding Officer:  Dawson Davenport, Chairman

Tribal Council present:  Delonda Pushetonequa, Treasurer; Clinton Bear, Jarvis Bear; Zane Oldbear; Eric Kapayou

Absent:  Drayton Roberts

Staff present: JoAnn Youngbear, Interim Executive Director; Lowella Balderas, Interim Executive Assistant/TC Secretary; Rudy Papakee, Health Clinic Director; Lucie Roberts, Enrollment Coordinator; Joseph VanGorp, Director of Hemp Operations.

Members:  Marilyn Dameron, Ricky Keahna Sr., Marjorie Buffalo, Linda Tyon, Nina Youngbear, Gilbert Brown, Uriah Wanatee, Leigh Lasley, Travis Davenport, Becky Youngbear.

  1. Ascertainment of Quorum – A quorum was ascertained with 6 council members present.
  2. Agenda approval-

Motion made by Delonda Pushetonequa to approve the agenda.  Clinton Bear seconded. Vote: 5 yes, 0 no. Motion carried.

  1. New Business
    1. Enrollment-Membership Audit Letter

Motion by Jarvis Bear to go into Executive Session.  Delonda Pushetonequa Seconded.  Vote: 5   yes, 0   no.  Motion carried.  Meeting went into executive session at 4:20 p.m.  Motion by Jarvis Bear to come out of Executive Session.  Clinton Bear seconded.  Vote: 5 yes, 0 no.  Motion carried.  Out of Executive session at 4:25 p.m.

Motion by Jarvis Bear to reinstate Shirley J. White to enrollment and receive back pay of per cap.  Clinton Bear Seconded.  Vote: 5 yes, 0 no.  Motion carried. 

  1. Resolution 3-2020 Rec Block Grant

Rudy Papakee, Health Clinic Director, presents the Indian Community Development Block Grant for construction of the recreation center.

Motion by Jarvis Bear to approve Resolution 3-2020 for submission for funding in an amount up to $900,000 under the Indian Community Development Block Grant for construction of a recreation center.  Clinton Bear Seconded.  Vote: 5 yes, 0 no.  Motion carried. 

  1. Hemp-Name choosing/Legal Elements

Joseph VanGorp presented a list of names for the Hemp Supply Company and Hemp Extraction/ Production Company.  Discussion on Hemp products.

Motion by Jarvis Bear to approve the name of Meskwaki Hemp for the Hemp Supply Company and the name Meskwaki Organics for the Hemp Extraction/Production Company.  Clinton Bear   seconded. Vote: 5 yes, 0 no. Motion carried.

  1. Relieve duties of previous Tribal Council Secretary and appoint Interim Tribal Council Secretary.

Motion by Jarvis Bear to go into Executive Session.  Clinton Bear Seconded.  Vote: 5   yes, 0   no.  Motion carried.  Meeting went into executive session at 5:10 p.m.  Motion by Jarvis Bear to come out of Executive Session.  Clinton Bear seconded.  Vote: 5 yes, 0 no.  Motion carried.  Out of Executive session at 5:20 p.m.

Motion by Jarvis Bear to appoint Lowella Balderas as Interim Tribal Council Secretary. Delonda Pushetonequa. Vote: 5 yes, 0 no. Motion carried.

Report by Dawson Davenport, Tribal Chairman, the Tribe’s Gaming Compact from the State renewed for Fifteen (15) years.

Motion made by Delonda Pushetonequa to adjourn. Clinton Bear seconded. Vote: 5 yes, 0 no. Motion carried. Meeting adjourned at 5:25 p.m.
