Tribal Council Meeting – February 5, 2020, 5:00 PM

  1. Meeting called to order at 5:10 p.m.

Presiding Officer:  Dawson Davenport, Chairman

Tribal Council present:  Drayton Roberts, Vice-Chairman; Delonda Pushetonequa, Treasurer; Clinton Bear, Jarvis Bear; Zane Oldbear; Eric Kapayou

Staff present: JoAnn Youngbear, Interim Executive Director; Lowella Balderas, Interim Tribal Council Secretary.

  1. Ascertainment of Quorum – A quorum was ascertained with 7 council members present.
  2. Agenda approval-

The Chairman asked for approval of agenda. Motion made by Clinton Bear to approve the agenda with added item.  Jarvis Bear seconded. Vote: 6 yes, 0 no. Motion carried.

  1. Minutes-January 13 Special Meeting; January 15, 2020 Special Meeting and January 27, 2020.

Motion made by Jarvis Bear to approve the minutes of January 13, 15, and 27, 2020. Clinton Bear seconded. Vote: 6 yes, 0 no. Motion carried.

    1. Lysette Wanatee-Enrollment Reinstatement Request

Motion by Jarvis Bear to go into executive session. Clinton Bear seconded. Vote: 6 yes, 0 no.  Motion carried.  Meeting went into executive session at 5:15 p.m.  Motion by Jarvis Bear to come out of executive session.  Eric Kapayou seconded.  Vote: 6 yes, 0 no.  Motion carried.  Out of executive session at 5:21 p.m.

Motion made by Jarvis Bear to reinstate enrollment for Lysette Wanatee.  Drayton Roberts seconded. Vote: 6 yes, 0 no. Motion carried.

  1. New Business
    1. Residence for 1576 305th Street

Motion by Jarvis Bear to go into executive session. Eric Kapayou seconded. Vote: 6 yes, 0 no.  Motion carried.  Meeting went into executive session at 5:25 p.m.  Motion by Jarvis Bear to come out of executive session.  Eric Kapayou seconded.  Vote: 6 yes, 0 no.  Motion carried.  Out of executive session at 5:43 p.m.

Motion made by Jarvis Bear to table Uarda Johnson house issue.  Eric Kapayou seconded. Vote: 6 yes, 0 no. Motion carried.

  1. Elections/Petitions-Nicole Kapayou

Nicole Kapayou presented elections/petitions issue regarding how the petition was presented and questions on Election Code.  Christina Blackcloud was present to answer questions on Election Code issues. Discussion ensued on Title 8 Code regarding certification and notarization.

  1. Adjourn

Motion made by Jarvis Bear to table remaining items on agenda and adjourn. Clinton Bear seconded. Vote: 5 yes, 1 no. Motion carried. Meeting adjourned at 6:55 p.m.
