Tribal Council Meeting December 13, 2017, 5:00 PM

Meeting called to order at 5:15 m.

Ascertainment of Quorum – A quorum was ascertained with 6 council members

 

Agenda approval

The Chairman asked for any changes or additions to the agenda. Motion made by Jarvis Bear to table 8(a)(i) Drayton Roberts Housing Request until the council meets with Housing to approve policies. Harvey Davenport seconded. Vote: 5 yes, 0 no. Motion carried. Motion made by Troy Wanatee to approve the agenda with the change. Jarvis Bear seconded. Vote: 5 yes, 0 no. Motion carried.

 

Minutes-November 3, November 13, November 15, and November 27, 2017

Tribal Resolution – Authorizing Meskwaki Health Clinic to Provide Health & Vision Services to Tribal Employees, Their Spouses and their Dependents

Motion made by Jarvis Bear to approve Tribal Resolution 26-2017 Authorizing Meskwaki Health Clinic to Provide Health & Vision Services to Tribal Employees, their Spouses and their Dependents. Adrian Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.

Drayton Roberts – Housing Request Item tabled in previous

 

Robin Roberts – Iowa Commission of the Native American Affairs Appointment

Robin Roberts requested to be appointed to fill a vacancy for the Meskwaki Tribe on the Iowa Commission on Native American Affairs. The Commission is comprised of eleven members appointed by the Governor. Motion made by Jarvis Bear to table Robin Robert’s request and to post the notice for the Iowa Commission of the Native American Affairs vacancy in the Tribal Newsletter to see if other Tribal members are interested. Adrian Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.

 

Bruce Waseskuk-Membership Request

Motion made by Jarvis Bear to go into executive session. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried. Meeting went into executive session at 5:44 pm.

Motion made Delonda Pushetonequa to come out of executive session. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried. Meeting came out of executive session at 5:58 pm.

 

2017 Annual Powwow Report

Christina Black Cloud presented the MAPA report for the 2017 Meskwaki Annual Powwow which included the income and expense reports, attendance and the powwow. She also reported they are calling for additional volunteers to serve on the committee and will be coming back soon to request funding for the 2018 powwow.

 

Natural Resources

 

Tribal Pesticide Program Council Membership and Representative Approval

The Tribe’s Natural Resources Director serves as the representative for the EPA Region 7 Regional Tribal Operations Committee (RTOC). With the leadership and level of the MNR pesticide/pollinator program, region 7 tribes elected MNR director as the representative for R7 RTOC. It has been discussed that a position supporting pesticides and pollinator work for all the regional tribes may be potentially housed at MNR. The tribe’s membership with the TPPC would provide a voice on large-scale issues, voice concerns, and provide input on how the council operates. Selecting the MNR Director as the representative will provide direct implementation into the natural resource programs that take place on the settlement and work to bring funding back to the tribe and region. Motion made by Jarvis Bear to approve the Chairman sign the letter detailing the interest of the tribe to become a member of the Tribal Pesticide Program Council and delegate Jarrett Pfrimmer, MNR Director as the Tribe’s representative.

Wetland Program Council Membership and Representative Approval

Motion made by Jarvis Bear to approve the Wetland Program Plan and direct Natural Resources to move forward with updating Title 14 codes to include wetland protection. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.

Natural Resource Committee. Jarrett Pfrimrner would lik e to form a committee with 5 members to receive input on projects, to help develop codes and provide guidance to the departmen t. The committee would consist of (1) youth member, ( I ) female e lder, (1) male e lder, (1) non-elder male member, and (I) non-elder female. Motion made by Harvey Davenport Jr. to approve the establishment of a Natural Resources Committee. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried.

 

Attorney General Matters

 

Tribal Contributions for 2018

Motion made by Delonda Pushetonequa to approve State Tribal Contributions as listed recommended by Tom Jochum in the amount of $20,000. Adrian Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.

 

MedVolt, LLC Limited Waiver of Sovereign Imm unit y Approval

Motion made by Jarvis Bear to approve the limited waiver of sovereign immunity to consent to Arbitration for the sole purpose of entering into a contract with MedVolt, LLC of Colorado Springs, Colorado for various construction work to be done on the Meskwaki Bingo Casino Hotel. Troy Wanatee seconded. Vote: 4 yes,1 no. Motion carried.
