Tribal Council Meeting – August 14, 2019 5:00 PM

Sac and Fox Tribal Chambers

  1. Meeting called to order at 5:05 p.m.
  2. Roll Call

Presiding Officer:  Anthony Waseskuk, Chairman

Tribal Council present:  Delonda Pushetonequa, Treasurer entered the meeting at 5:06 p.m.; Troy Wanatee, Jarvis Bear; Apollo Davenport; Dawson Davenport; one vacant position.

Staff present:  Bessie Scott, Executive Director; Oliviah Walker, Deputy Executive Director; Jay Finch, Attorney General; Lowella Balderas, Legal Assistant

Guests:  Kerwin Davenport, Allison Stewart; Matt Bear; Steadman Brown, Garrett Bear; Sarah Keahna

  1. Ascertainment of Quorum – A quorum was ascertained with 6 council members present.
  2. Agenda approval

The Chairman asked for any changes or additions to the agenda.

Motion made by Apollo Davenport to approve the agenda as presented. Jarvis Bear seconded. Vote: 5 yes, 0 no. Motion carried.

  1. Minutes – July 17, 2019

Motion made by Delonda Pushetonequa to approve the minutes for July 17, 2019.  Apollo Davenport seconded. Vote: 5 yes, 0 no. Motion carried.

  1. Reports –

Delonda Pushetonequa reported on EMS Program Class.  A Mutual Aid Agreement with Montour will be looked into.

Anthony Waseskuk reported Pow-wow grounds need to be resurfaced, this will be looked into with construction recommendation.

    1. Inferno Youth Football-Garrett Bear

Garrett Bear presented request to get a waiver to use MSS facilities.

Motion by Apollo Davenport to approve Inferno Youth Football waiver agreement. Delonda Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.

  1. Personal Request-Allison Stewart (Executive Session)

Motion by Jarvis Bear to go into Executive Session.  Delonda Pushetonequa seconded.  Vote: 5 yes, 0 no.  Motion carried.  Meeting went into executive session at 5:31 pm.  Motion by Delonda Pushetonequa to come out of Executive Session.  Troy Wanatee seconded. Vote: 5 yes, 0 no.  Motion carried.  Out of Executive session at 6:02 pm.

Motion by Apollo Davenport approve an appeals process for employment for Allison Stewart. Troy Wanatee seconded. Vote: 4 yes, 0 no, 1 abstained, Dawson Davenport.  Motion carried.

  1. MNR
    1. EPA Region 7 Regional Tribal Operations Committee

Presented letter of support from the Sac & Fox Tribe to continue to serve on the Region 7 RTOC Committee Chairman.

Motion by Delonda Pushetonequa to approve Chairman to sign letter of support for Jarrett Pfrimmer to serve on the RTOC Regional Tribal Operations Committee. Jarvis Bear seconded. Vote: 5 yes, 0 no. Motion carried.

  1. New NRCS EQIP Applications

Jarrett Pfrimmer presented to sign new NRCS EQIP Applications.

Motion by Delonda Pushetonequa to approve chairman signature of FY19 NRCS EQIP application under MNR, Realty, and Red Earth Gardens, with all projects needing additional funding outside of current budgets required to receive council approval prior to project start. Dawson Davenport seconded. Vote: 5 yes, 0 no. Motion carried.

  • FY2020 BIA Water Grant Resolution

Jarrett Pfrimmer presented BIA Water Grant Resolution.

Motion by Delonda Pushetonequa to approve Resolution 18-2019. Apollo Davenport seconded. Vote: 5 yes, 0 no. Motion carried.

  1. Meskwaki Settlement School-Student Handbook

Clyde Tarrence and Reed Sather presented Student Handbook for the Elementary and High School for approval.

Motion by Apollo Davenport to approve the 2019-2020 Meskwaki Settlement School Elementary and High School Student Handbook. Jarvis Bear seconded. Vote: 5 yes, 0 no. Motion carried.

  1. Executive – TC Secretary

Bessie Scott presented email from Yolanda Pushetonequa to be released from Tribal Council Secretary role.

Motion by Jarvis Bear to approve Lowella Balderas as Interim Tribal Council Secretary. Dawson Davenport seconded. Vote: 5 yes, 0 no. Motion carried.

  1. Fiscal-Membership Audit

Bessie Scott presented to extend audit to September 13, 2019.  Discussion on new date to extend audit.

Motion by Dawson Davenport to extend Tribal Membership Audit prior to September 30, 2019. Jarvis Bear seconded. Vote: 5 yes, 0 no. Motion carried.

Motion made by Delonda Pushetonequa to adjourn. Jarvis Bear seconded. Vote: 5 yes, 0 no. Motion carried. Meeting adjourned at 6:34 p.m.
