Tribal Council Meeting – April 24, 2019, 5:00 PM

  1. Meeting called to order at 5:01 p.m.
  2. Roll Call

Presiding Officer:  Anthony Waseskuk, Chairman

Tribal Council present:  Adrian Pushetonequa, Vice-Chairman; Delonda Pushetonequa, Treasurer; Troy Wanatee, Jarvis Bear; Apollo Davenport

Absent:  none

Staff present:  Oliviah Walker, Deputy Executive Director; Jay Finch, Attorney General; Azadeh Tavakoli, Human Resources Director; Bessie Scott, Executive Director; Mark Bear, Gaming Commissioner; JoAnn Youngbear, Gaming Commission Chair.

  1. Ascertainment of Quorum – A quorum was ascertained with 6 council members present.
  2. Agenda approval

The Chairman asked for any changes or additions to the agenda. Troy would like to add Item B. Ban Waiver to new business. Motion made by Delonda Pushetonequa to approve the agenda as presented. Adrian Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.

    1. Meskwaki Nation Police Department

Azadeh Tavakoli, Human Resources Director, states that there was an interim appointment for Chief of Police Chris Saunsoci, but he put in his resignation yesterday and so there is a current opening for the Chief of Police so the purpose of Special meeting is to address the vacancy.

Motion by Adrian Pushetonequa to enter Executive Session. Apollo Davenport seconded. Vote: 5 yes, 0 no. Motion carried.

Jay Finch, Attorney General, Azadeh Tavakoli, and Mark Bear, Gaming Commissioner explain the requirements of the Tribal State Gaming Compact. The compact requires a law enforcement department with arrest capabilities to have jurisdiction on the Settlement. They discuss the differences in jurisdiction and arresting powers of BIA versus State Certified Officers. There is a need to have a Chief of Police and arresting officers in place.

Motion by Jarvis Bear to accept Chris Saunsoci’s letter of resignation. Troy Wanatee seconded. Vote: 5 yes, 0 no. Motion carried.

Discussion about how to address the current vacancy for the Chief of Police Position. Mark Bear stated that he would be able to be available for assistance in terms of question and answering for an interim Chief of Police.

  1. Ban Waiver

Troy Wanatee would like to request a waiver for banned tribal members to be able to attend a dance academy recital being held at the Convention Center. JoAnn Youngbear, Gaming Commission Chair, states that tribal event or ceremonies are the only reasons that temporary ban waivers are allowed.

Motion by Jarvis Bear to table this until there is a work session with Gaming Commission next week. Adrian Pushetonequa seconded. Vote: 4 yes, 0 no, 1 abstained. Motion carried.
