Tribal Council Meeting – April 19, 2018, 5:00 PM

Sac and Fox Tribal Chambers

  1. Meeting called to order at 5:13 p.m.
  2. Roll Call

Presiding Officer:  Anthony Waseskuk, Chairman

Tribal Council Present:  Adrian Pushetonequa, Vice-Chair; Delonda Pushetonequa, Treasurer; Troy Wanatee, Councilman; Jarvis Bear, Councilman; and Harvey Davenport, Councilman.

Staff Present:  Bessie Scott, Interim Executive Director; Chris Spencer, Grants/Planner

Tribal members:  Travis Davenport

  1. Ascertainment of Quorum – A quorum was ascertained with six council members present.
  2. Agenda approval

Chairman Waseskuk asked for any changes or additions to the agenda.  Interim Executive Director respectfully requested illegal dumping and a waiver for a donation to be included.  Councilman Wanatee requested an additional topic of Funeral Expenses be included.  Motion made by Harvey Davenport to amend the agenda adding three items to new business, seconded by Delonda PushetonequaVote: 5 yes, 0 No.  Motion Carried.

  1. Minutes – March 28, 2018

Motion made by Jarvis Bear to approve the minutes of March 28, 2018, seconded by Adrian Pushetonequa.  Vote: 5 yes, 0 No. Motion Carried.

  4. Appointment of Housing Committee

None of the Housing Committee members were present, no action was taken.

  1. Enrollment Committee Recommendations

The Tribal Enrollment Committee passed a motion on April 10, 2018 to recommend to the Tribal Council the enrollment of two applicants. Motion made by Jarvis Bear to approve the enrollment Mya Rose Kapayou and Bryce Saunders Kapayou, Jr, seconded by Delonda Pushetonequa. Vote: 5 yes, 0 no. Motion carried.

  1. Emergency Management Service (EMS)

Chris Spencer presented a budget for what it would take to run the EMS program if it was implemented. The budget included an EMS vehicle, equipment, staffing and proposed plans for services that will be provided. The proposed budget is $280,000.00 not including the vehicle purchase.  Motion made by Jarvis Bear to table the Emergency Management Service (EMS) proposal until additional information and logistics are presented to the Tribal Council, seconded by Troy Wanatee. Vote:  5 yes, 0 NoMotion Carried.

Item 8. a. revisited.

The Housing Committee Chair, Mike Stacey Motion made by Delonda Pushetonequa to appoint Mr. Terry Young Bear and reappoint Jana Roberts to the Housing Committee, Adrian Pushetonequa seconded. Vote: 5 yes, 0 no. Motion carried.

  1. AmeriCorp Vista Grant Application & Tribal Resolution

Chris Spencer presented the AmeriCorp Vista Grant Application to the Tribal Council for consideration and approval.  The grant is a three year grant and would allow for the hiring of 4 staff members.  These staff members would assist in the following six priority areas; Disaster services, economic opportunity, education, environmental stewardship, healthy futures, veterans and military families.   All four staff members would be under the Senior Services Department.  Motion made by Jarvis Bear to approve Resolution No. 5-2018  for the submission of an application for funding of the AmeriCorp Indian Tribes Grant.  This motion seconded by Troy Wanatee.  Vote: 5 yes, 0 No.  Motion Carried.

  1. National Park Service Application & Tribal Resolution

Chris Spencer presented the 2018 U.S. Department of the Interior National Park Service Tribal Heritage Grant.  This grant would the tribe to promote and further the Sac and Fox Tribe of the Mississippi in Iowa’s historic and cultural heritage by allow the harvest of cattails for the construction of a Wikiup and harvesting of bullrush to make a traditional Meskwaki Mat.  Motion made by Jarvis Bear to approve Resolution No. 6-2018 for submission of grant application of the 2018 U.S. Department of the Interior National Park Service Tribal Heritage. This motion seconded by Delonda Pushetonequa.  Vote: 5 yes, 0 No. Motion carried.

  1. Illegal Dumping on Tribal Land

Bessie Scott informed the Tribal Council of recent reports of illegal dumping on the Settlement and further advised Travis Davenport, Tribal Member was present to provide an extensive report of his observances on illegal dumping activity.  Travis informed the Council that illegal dumping sites had been found throughout the settlement and how some sites contained hazardous materials.  Tribal Council directed Ms. Scott to speak with Jay Finch on the drafting of a Waste Management Ordinance.  Tribal Council further recommended the purchase of apparatuses and signage to deter illegal dumping on the Settlement.

  1. Request for Waiver

Bessie Scott presented a donation request to Tribal Council for the payment of registration fees for softball participation.  This request was denied as it did not meet the tribe’s current Donation Policy.

  1. Funeral Expenses

Troy Wanatee requested a universal amount be approved for Tribal Member funeral expenses.  Additional information was needed for the Tribal Council to make a determination on this request.  Chris Spencer to research and gather financial logistics on the average costs.  No action taken at this time.

Motion made by Jarvis Bear to adjourn, seconded by Delonda Pushetonequa.  Vote 5 Yes, 0 No.  Motion Carries. Meeting adjourned at 7:07 p.m.
