Tribal Council present: Drayton Roberts, Vice-Chairman; Delonda Pushetonequa, Treasurer; Clinton Bear, Jarvis Bear; Zane Oldbear; Vern Jefferson,
Staff present: JoAnn Youngbear, Interim Executive Director; Jay Finch, Attorney General; Lowella Balderas, Interim Tribal Secretary; Rudy Papakee, Health Clinic; Amy Dye, Fiscal; Dirk Whitebreast; Jon Papakee.
- Ascertainment of Quorum – A quorum was ascertained with 7 council members present.
- Agenda approval-
The Chairman asked for any changes or additions to the agenda, add item #7 appoint Executive Director. Motion made by Delonda Pushetonequa to approve the agenda with addition. Drayton Roberts seconded. Vote: 6 yes, 0 no. Motion carried.
- Minutes – March 11, 2020, March 16, 2020 and March 21, 2020
Motion made by Delonda Pushetonequa to approve the minutes from March 11, March 16 and March 21, 2020. Jarvis Bear seconded. Vote: 6 yes, 0 no. Motion carried.
- New Business
- Fiscal – Great Western Bank Resolution 12-2020 Final authorization for Tribal Council to negotiate and approve 1st Amendment to $45 million taxable financing documents for Great Western Bank loan dated October 24, 2019.
Jay Finch presented Resolution 12-2020.
Motion by Jarvis Bear to approve Resolution 12-2020 Final authorization for Tribal Council to negotiate and approve 1st Amendment to $45 million taxable financing documents for Great Western Bank loan dated October 24, 2019. Delonda Pushetonequa seconded. Vote:6 yes, 0 no. Motion carried.
- Meskwaki Inc.-Resolution 13-2020 Authorizing the Tribal Chair to sign a guarantee of the $8 million dollar credit line from Great Western Bank to Meskwaki Inc. and its subsidiaries, wholly-owned Tribal Corporations.
Robert Bills presented resolution 13-2020 for the $8 million dollar line of credit from Great Western Bank.
Motion by Delonda Pushetonequa Resolution 13-2020 Authorizing the Tribal Chair to sign a guarantee of the $8 million dollar credit line from Great Western Bank to Meskwaki Inc. and its subsidiaries, wholly-owned Tribal Corporations. Jarvis Bear seconded. Vote: 6 yes, 0 no. Motion carried.
- Attorney General Matters-Jay Finch, Attorney General
Motion by Delonda Pushetonequa to go into executive session. Drayton Roberts seconded. Vote: 6 yes, 0 no. Motion carried. Joshua Canterbury presented for approval Resolution 14-2020 Adopting Tribal Code Title 25, Agriculture.
Motion by Jarvis Bear to approve Resolution 14-2020 adopting Tribal Code Title 25, Agriculture. Delonda Pushetonequa Seconded. Vote: 6 yes, 0 no. Motion carried.
- Executive Director to begin May 11, 2020.
Motion by Drayton Roberts to appoint Lawrence SpottedBird as Executive Director. Vern Jefferson seconded. Vote: 5 yes, 1 no. Motion carried
Jarvis Bear wants on record his opinion to follow hiring process of tribal members.
Discussion to have JoAnn Youngbear to stay a week to help Lawrence SpottedBird and transfer back to Gaming Commission as Chair.
Motion by Delonda Pushetonequa to go into executive session. Clinton Bear seconded. Vote: 6 yes, 0 no. Motion carried. Motion by Delonda Pushetonequa to extend the shelter in place and Tribal Ops and Meskwaki Bingo Casino Hotel closure until June 1, 2020. Vern Jefferson seconded. Vote: 6 yes, 0 no. Motion carried
Motion by Delonda Pushetonequa to freeze the accrual of leave for employees of Tribal ops and Meskwaki Bingo Casino Hotel effective the week of April 19, 2020 for employee working less than 40 hours. Jarvis Bear seconded. Vote: 6 yes, 0 no. Motion carried
Motion by Delonda Pushetonequa to continue paying Tribal ops and Meskwaki Bingo Casino Hotel for 40 hours through June 1, 2020. Vern Jefferson seconded. Vote: 6 yes, 0 no. Motion carried
